Successful IELTS result in other countries

I've heard that plenty of people got 7 in writing as well as, a better score in speaking when they've took their exams in other countries such as Vietnam and Thailand..is it true?? Please, I need your opinion in this issue because I'm also thinking of taking the IELTS exam in Vietnam. I've already taken it twice here in the Philippines and unfortunately I got 6.5 again for the writing and speaking
