http://www.liveinvictoria.vic.gov.au/visas-and-immigrating/skilled-visas/skilled-nominated-visa-subclass-190#HowToApply
5 steps:
a. check your eligibility for Vic state sponsorship
b. prepare your documents
c. lodge your application and nomination (online application thru their website)
d. confirm acceptance of state sponsorship
e. lodge your application to oz immigration once you receive the invitation to apply
You can always call or email them and ask for guidance or clarification. I called them once before and they were very helpful.
