Student Dependent Visa Health Requirements Issue

Hii po sa lahat. Ask ko lng po if meron dito naka twice na ma defer ang xray results due to opacity sa isang parte ng lungs? Bale sa husband ko po to nangyari. Im on student visa and currently here in australia for 4years na. so pinag apply ko si husband ng student dependent visa. he had his first xray nung oct 3, after 2 weeks bupa deferred it since may opacity, they requested for sputum, culture and repeat xray, he has no history of ptb. We got the results after more than 2 months, negative ang sputum, negative din culture. Then nag repeat xray January 4,2016. Then after a week, bupa replied again, they deferred it stating na they are not sure whether he meet the health requirements and no specific reason. They requested another repeat xray April 4.so hiningi namin ang results sa st lukes ermita and sa findings nila:Partial resolution of left mid lung infiltrates and non calcified nodule since oct 3, 2016 lng nakalagay. . We are devastated with these bad news. we have everything checked sa local doctor, wala namang problem. And hindi naman siya ni refer sa gamutan kasi negative nga ang sputum at culture before.meron bang same na situation dito? akala kasi namin after repeat cray tuloy2 na. it will be like 7months in april na ang waiting time namin and we're exhausted.
