Multiple EOIs, is this legal?

I have an EOI, getting ready for possible visa 190, but I plan to create another one, since Im retaking IELTS and targeting to claim another 10 pts, but then again, SS ICT occupations are now getting filled up I guess, So just in case, Id like to create one for 489 application? Has anyone tried this? What happens if I get invited for a 489, then eventually got enough points for a 190? Please advise.
