Skills Assessment through EA or ACS?

Hello, sorry if this was asked before, I have BS in Electronics Engineering with PRC license but my experience is not alligned to my degree and more on IT Network Security (8 years total experience). Can I still get points for Educational Qualifiation if I proceed my skill assessment through ACS?

Also, ano po yung ma recommend nyo na occupation visa based sa education and work experience ko? Should I go for skills assessment through EA or ACS?
