Student Visa refund validity question

Hi. I arrived in Australia last Jan 15, 2022. However, for international students to receive full visa refund sabi sa website nila, the dates need to be between Jan 19 to March 19.

Ang lapit lang sana kaso restricted yong refund form nila for those date range only. Possible po ba na tawagan sila or email regarding my refund request? Malaking amount na sana yon for new arriving student like me nagtitipid dahil walang relatives here.
