Onshore versus Offshore

Hello po, i heard po na mas malaki chance ng mga nasa onshore in terms of regional sponsored migration, lalo po sa field ng IT occupations and di po lahat ng states pwede mag submit ng EOI pag offshore applicants.

Totoo po ba? Ive read na po sa websites from different states, parang ganun nga po pero I would just like to know sainyo sa may mga experiences and have more knowledge about it.
