Caveats for TSS (M) for my occupation

Hope someone could help me po. I am in the HR field and currently checking conditions for employer sponsored visas. As per the combined current list of eligible skilled occupations;

List Visa subclasses (streams or type) Assessing Authority
Regional 407, 489 (S/T), TSS (M)* VETASSESS

Caveats:
10 Excludes positions that are not located in regional Australia.
2 Excludes positions which have nominated annual earnings of less than AUD65,000.
6 Excludes clerical, bookkeeper or accounting clerk positions.

Question 1: Ano po ba ang considered regional Australia?
Q2: YUn pong 65K AUD, kasama na po ba yun lahat ng annual earnings, hindi lang basic salary?
Q3: Is the govt very strict on these caveats or may exceptions po ba? Just found this out and I am already in AU. Ang dami pong openings sa line of work ko pero mostly in Sydney.
