Can I process the tourist visa application for my sister in law's sister?

Hello. Pwede ba na ako ang magprocess ng tourist visa application para sa sister ng sister in law ko? Nababasa ko kasi parang family members lang ang pwede ko i-process (as an exempt person)... dont know lang ung considered pa din as family member yung sa kapatid ng sister in law. Invite ko kasi sya punta dito sa Sydney and ako magprovide ng accommodation. May pera naman sya to support herself. Pwede ko sya bigyan ng invitation letter... Can I create an immi account for her? Thanks in advance!
