Regarding student dependent visa

I am a student in Melbourne and applied for my husband's and baby's dependent visa. They got a document request for providing insurance health cover. We uploaded that on IMMI Account but yesterday I saw in letter that "you must respond within 14 days, you must provide your response in writing"...so what does this mean. I am confused that i had to upload on IMMI Account or I had to send the case officer by mail?
