TRA MSA - Electrical Eng. Tech. question

Planning to take TRA MSA - Electrical Engineering Technician (again). Got my Engineering Degree last December 2022, my work experience in my current company here in Saudi (related to the occupation) is more than 7 years plus 4 years similar experience prior sa Pinas. Tama po ba intindi ko sa TRA MSA guide na eligible po to since more than 3 years naman po yung experience ko and atleast 1 year (12 months po dun) is after ko po nareceive yung qualification/degree? Or kelangan po na yung 3 years eh after nareceive ang qualification?

Unsuccessful po kasi yung una kong application 5 years ago dahil di daw po nameet yung qualification na required dahil comparable lang daw sa certificate III yung vocational certificate ko pero gusto ko sana ule magtry since may engineering degree na ko (gained through ETEEAP). Gusto ko sana itry magapply ng Visa 491 kung sakaling successful ang TRA. Thanks in advance po sa makakapag clarify.
