The Commission seeks information on the potential impacts of tightening the points
test for the onshore independent visa subclass of the skilled immigration program,
including granting more points for:

• superior English-language proficiency
• better academic results
• qualification in under-supplied fields.

There is a case for adjusting the selection of skilled immigrants
Across the skill stream as a whole, immigrants’ skill levels are broadly similar to those of
the Australian-born population. However, within the skill stream there is significant
variation. The relatively poor labour market outcomes of onshore independent skilled
immigrants suggest that there is scope to improve the labour market outcomes of the
skilled immigration stream overall by adjusting the eligibility criteria for this visa subclass.
One option would be to radically change the approach to selection of all skilled
immigrants, such as by imposing a points test on all applicants, similar to the Canadian
system. However, this would not address the most problematic subclass — the onshore
independent subclass — which is already subject to a points test. It would add extra
administration to employer-nominated skilled immigration (which performs well). On
balance it is unlikely that imposing extra bureaucracy to the entire skilled immigration
program to address deficiencies in one visa subclass would improve skilled immigrants’
labour market outcomes significantly.

An alternative would be to make targeted adjustments to the eligibility criteria, including:

• increasing the points granted for superior English-language skills (currently superior
English attracts 20 points)
• granting more points to graduates who have studied in fields which are under-supplied
(or penalising graduates in over-supplied fields)
• granting more points to applicants who have achieved better academic results (currently
points are granted based on the award of a degree from a recognised institution;
academic success is not taken into account) — for example those with a distinction or
high distinction average, honours and higher degrees
• reducing the occupational ceilings for over-supplied fields
• capping the onshore independent visa subclass (which would implicitly increase the
points test pass mark for the subclass each year).

Of these options, the Commission favours the first three. Increasing the points granted to
applicants who have desirable human capital characteristics (English-language skills and
high marks in fields that are not over-supplied) would be consistent with the objective of
identifying immigrants who are likely to meet Australia’s longer-term labour market needs.

Balak ko po kasi magapply na as soon as possible (visa 189), currently nagcocompile na ko ng mga documents na kelangan para sa assessment sa TRA, ANZSCO 312312 yung inonominate ko tapos may 3.5 yrs relevant experience na ko, graduate din ako ng 2 yrs electrical technology course. Pag nakumpleto ko na yung mga evidence na kelangan, magsusubmit na ko ng application para maassess, yun muna uunahin ko bago ako mag take ng english test. Hopefully magawa ko lahat to bago mag may or june next year and makapag apply bago mag july 2017 (baka magkaron nanaman ng changes). Malaki po ba magiging epekto kung sakaling maimplement yung changes sa situation ko? turning 28 yo din po pala ako this year, pasok pa ko sa 30 points sa age.

@garfield buti ka pa nakapagstart na, ako kakaresign ko lang nung feb tapos dahil may 3 mos. waiting period kaya hinihintay ko pa yung mga references ko, unang magiging obstacle ko tong TRA assessment, sana walang maging problema. Good luck sa application mo, kung magbago man ang policies sana mas gumanda.

55 pointer lng kc c husband at mag 4 months na walang feedback from NSW kaya take cya ng PTE end of this month baka sakaling maka apply kmi ng 189.

@wannabecathy Parehas naman kaming electrical, TRA nga lang magaassess sa occupation ko. So far hindi naman flagged yung occupations namin tsaka mukang onti yung mga nagaapply so onti rin lang ang competition. Ako di ko na talaga mababraso ngayon, cross finger nalang, hirap pag wala ka ng iba pang magagawa kundi maghintay. 3rd week pa ng May ko makukuha yung mga references na rinequest ko, sana ibigay nung dati kong employer lahat nung hinihingi ko tapos yung voctech certificate ko sana tanggapin ng TRA na suitable s occupation ko (EET naman kaso certificate imbes na diploma)...

@garfield good luck sa english test, pansin ko sa forum mas preferred na nga ang PTE, kadalasan mga nakikita ko sa sig nung mga nagtake ng IELTS puro kulang ng .5. Ako TRA muna babrasuhin ko para magkaalaman na.

@ranier1337 tinatanggap naman statutory declaration if hindi makakuha sa company mismo. Just make sure na meron kang other secondary docs na ipapakita

Matagal kasi processing sa TRA kaya nagdecide si hubby na sa EA na lng mag process.
